The IELTS environment essay question

Original practice question

Some people believe that only governments and large companies can tackle environmental problems effectively. Others argue that individuals also have an important role to play.

Discuss both views and give your own opinion.

Support your answer with reasons and relevant examples. Write at least 250 words and allow about 40 minutes, following the official IELTS Academic Writing guidance.

Focus on who can tackle environmental problems effectively. Simply describing the causes of pollution would leave the task unanswered.

How to analyse the task

There are three things to cover:

  • The first view: explain why governments and large companies may seem best placed to act. Consider their resources and decision-making power.
  • The second view: explain how personal choices and participation in wider initiatives can make a difference.
  • Your opinion: decide how these roles compare and state your judgement.

Notice only in the first view. You can recognise organisational power while rejecting the claim that individuals make no meaningful contribution.

A clear essay plan

This plan gives each paragraph a purpose and examples to develop it.

The transport examples connect both sides: governments provide services, and individuals use them. This helps explain why both groups matter.

Try five minutes for planning, thirty for writing and five for checking, adjusting this split to your writing speed.

High-scoring sample answer

This is an original Band 8-style teaching model. It has not been given an official examiner score.

Environmental protection is sometimes seen as a task that only governments and major businesses can carry out effectively. Although these organisations have the greatest power to make large-scale changes, I believe individuals also make a valuable contribution through their daily choices.
Those who place responsibility on governments and companies point to the scale of the problem. An individual cannot replace a country’s electricity network or control the emissions of an entire industry. Governments, however, can invest in renewable energy and set limits on industrial pollution, while businesses can change how their goods are produced. For example, a manufacturer that reduces unnecessary packaging can cut waste across thousands of products. Similarly, public investment in reliable rail services can give commuters a practical alternative to driving. These changes require money and authority that ordinary citizens generally lack.
Nevertheless, this does not make personal action insignificant. If many households reduce food waste and choose reusable products, the combined effect can be substantial. Consumers can also influence business decisions by creating demand for products that last longer or can be repaired. A retailer may then find it worthwhile to stock these goods and offer repair services. Furthermore, the success of public policies often depends on people’s participation. Even an extensive bus network cannot reach its full potential if most residents continue to drive when a suitable service is available. Individual choices therefore help turn public investment into environmental benefits.
In conclusion, governments and large companies should lead environmental action because they control the resources needed for widespread change. However, individuals have an essential supporting role, both in reducing their own environmental impact and in making broader measures effective.

Keep climate change and pollution distinct: the first concerns long-term changes in climate; the second means harmful contamination of the environment. Plastic litter alone is not evidence about greenhouse gas emissions. Explain the connection your argument depends on.

Why the answer works

The official Writing band descriptors assess Task 2 through task response, coherence and cohesion, lexical resource, and grammatical range and accuracy. The model addresses these areas in specific ways:

  • Task response: it explains both views, covers governments and businesses, and states a clear opinion in the introduction and conclusion.
  • Coherence and cohesion: each body paragraph has a central argument. The public transport examples connect large-scale investment with individual participation.
  • Lexical resource: phrases such as industrial pollution, reliable rail services and renewable energy express precise ideas without forcing unusual vocabulary.
  • Grammar: although introduces a qualification, while contrasts roles, and the conditional sentence beginning If many households… explains a possible collective effect.

Common mistakes

Missing the question.

An account of melting ice would not explain whether individuals can contribute. Link each example to the role being discussed.

Discussing governments but forgetting companies.

The first view names both. Include a relevant business decision, such as changing production methods or reducing packaging.

Changing your position.

If your introduction says individuals matter, your conclusion should not claim that only governments can act. Keep your judgement consistent.

Using slogans as explanations.

“Everyone must save the planet” needs development. Explain the action, its likely effect and how that supports your position.

Inventing research.

A plausible example about a manufacturer or commuter can support your reasoning. Avoid made-up percentages and claims that a named university has “proved” your point.

Forcing advanced words into the essay.

Use accurate vocabulary. Reduce pollution works well when it expresses your meaning.

Governments should make public transport free in order to reduce environmental damage caused by private cars. To what extent do you agree or disagree?

Decide how far you agree. Consider whether price alone changes travel habits, and explain how reliability or coverage might affect your judgement.

2. Causes and solutions essay

Many countries continue to rely heavily on fossil fuels despite concerns about climate change. What are the reasons for this, and what measures could reduce this dependence?

For this climate change IELTS Task 2 essay, match proposed measures to the reasons you identify. If cost is your main reason, explain how your solution addresses it.

3. Discussion essay

Some people believe that businesses should be responsible for reducing packaging waste. Others think consumers should take responsibility by changing what they buy. Discuss both views and give your own opinion.

Explain each group’s influence and decide how responsibility should be shared. Adapt the reasoning from the model to packaging waste specifically.

Check that each paragraph answers the instruction and your conclusion follows from the argument.
